The last census didn't ask a question about fluency - which is difficult to judge anyway.

113 people reported that they usually spoke the language, against 2,761 who spoke it sometimes.

The last Guernsey census, which asked different questions, found that 1,327 people spoke Dgèrnésiais fluently i.e. 2% of the population, but only 1 in 1,000 young speakers were fluent. (14%of the population had some understanding of the language - the analogous question was not asked in Jersey)
