Yes, without a census that creates conditions to analyse data you don't have much to go on. Maybe it would good to get the Census Bureau to include questions on home languages (not just Jerriais) and their real use.
Those two thousand or so people who use Jerriais sometimes will no doubt include many fluent native speakers who have no need to speak it any more. It may also include people who have some understanding based on a family setting. But without questions in a census to create answers that can be data mined you can only really speculate about such things.
